IRA withdrawal gets added to ordinary income, which would, in many cases, disqualify an individual from several different programs. Medicaid, which is income-based, Social Security which has a ceiling on how much income one may receive before Social Security is shrunk down, so it affects both of these things. Medicare is another issue. It won't change, but the premiums paid may change with a change in income. It's convoluted, complicated, and ever-changing. The expanded Medicaid does not look at assets. And Social Security has a limit on what a retirement income can be from say a withdrawal of IRA savings. But this IRA withdrawal should be exempted from income when buying a house for seniors who do not already have primary home-ownership. This tax code can easily be re-written. It could be a worksheet. Again, 39 states have already participated in the expansion of Medicaid, and once again, this does not include assets to qualify. But it does include income. So if you take money out of a retirement account as a retiree, and buy a house, it blows a hole in one's qualification for Medicaid and Social Security. It shouldn't. Medicaid and Social Security, look at income and not one's assets.
